About Avatteri Fuluhun
Avatteri Fuluhun is the Maldives Police Service’s community-based policing model built on local engagement and trust.
The name combines ‘Avatteri’ (neighbourhood) and ‘Fuluhun’ (police), symbolising a visible and approachable police presence within each island community.
It focuses on preventing crime, solving local problems, and promoting collaboration between citizens and police officers.
The model aligns with MPS Strategic Plan priorities on safety, accountability, and partnership.
Working in close partnership to ensure the safety and security of all residents.
Working in close collaboration with the community to systematically identify the root causes and conditions of recurring crime problems, ensuring that all subsequent actions prioritize local needs and uphold the highest standards of public accountability.
Our community-oriented policing model focuses on highly localized and proactive preventative actions.
Community engagement and shared responsibility
How It Works
Neighbourhood Support Officers (NSOs) serve as the direct contact between citizens and local police posts.
Regular ‘Walk & Talk’ visits allow officers and residents to share local issues and co-create safety plans.
Community partnerships involve local councils, schools, and NGOs to address youth engagement and safety concerns.
Each island or district develops its own safety priorities with police guidance, ensuring local relevance.
The approach encourages early reporting and joint action to prevent incidents before they escalate.
Building trust and shared responsibility for safety
Why It Matters
Strengthens trust between police and the public through openness and regular interaction.
Builds safer, more resilient neighbourhoods by focusing on prevention and inclusion.
Encourages citizen participation in local safety activities and awareness programs.
Improves police visibility and response time through decentralised presence.
