Establishment of the IICA
Established by INTERPOL, ASEANAPOL and nine founding countries to support coordinated action against transnational fraud networks.

The Maldives Police Service has signed the Resolution on the Establishment of the International Investigative Cooperation Alliance (IICA), reinforcing its institutional commitment to collaborative international partnerships and unified enforcement against transnational organized scam networks.
Assistant Commissioner of Police Asim Abdulla represented the Maldives Police Service and signed the resolution during the First Annual Forum of the IICA, convened in Incheon, Republic of Korea, from 21 to 23 October 2026. Organized by the Korean National Police Agency (KNPA), the forum brought together international law enforcement partners to strengthen operational cooperation, share specialized investigative expertise, and enhance collective mechanisms to counter cross-border financial fraud.
The signing of the resolution reflects the Service's proactive stance in addressing transnational organized scam crime compounds, which have caused extensive human harm and severe economic disruptions across borders. Established on 23 October 2025 in Seoul by INTERPOL, ASEANAPOL, and nine founding countries, the IICA was created to provide a structured operational mechanism to combat transnational fraud networks. The alliance’s coordinated framework has since received broad multilateral validation through supporting resolutions adopted at both the INTERPOL General Assembly and the ASEANAPOL Conference.

The IICA Resolution formalizes core operational principles and establishes a transitional multilateral framework to facilitate sustained, equitable, and effective investigative cooperation pending the adoption of formal statutory instruments. Through this framework, the Maldives Police Service further consolidates its operational alignment with regional and global partners to disrupt transnational syndicates and safeguard the public from cross-border financial fraud.
